An Application of the Four Bhāvanās in Personnel Development of Phrae Provincial Offices for Natural Resources and Environment

Abstract

 

Abstract

             The purposes of this research were to (1) study the personnel development of Phrae Provincial Offices for Natural Resources and Environment according to the principles of the Four Bhāvanās, (2) to study the conditions and problems in personnel development of Phrae Provincial Offices for Natural Resources and Environment, and (3) to study the application of the Four Bhāvanās in personnel development of Phrae Provincial Offices for Natural Resources and Environment.

The research methodology included the documentary research the field study. For the field study the sample group of studied population included twenty personnel in Phrae Provincial Offices for Natural Resources and Environment who applied the Four Bhāvanās principles in their development. As for the qualitative research methodology of the field study, the in-depth interview was done with the Department Director and the department officers of Phrae Provincial Offices for Natural Resources and Environment.

   The results of research are revealed that

1) The principles of Four Bhāvanās are as follow : physical development means body developmet and training. Moral development means precept development, behavior development. Emotional Development means mind development, mind training and intellectual development means intellectual training.

2) Conditions and problems in the development of Phrae Provicial Office For National Resources and Environment have Four aspects as follows physical aspect :  Lack of good relation with other person and not generosity each other, etc. Moral (social) aspect : there are not practising the order, not interested with the another thing, not integration them work mental aspect : there are not provident, not concentration in them work, not consciousness not kindness, with them friend, Intellectual aspect: there are not trust themselves, not consciousness, not know anything along with the world and life along the real condition.

3) The development outcomes by using the Four Bhāvanās applied by the government officers of Phrae Provincial Offices for Natural Resources and Environment could be divided into four aspects as follows:

1) Physical aspect, most of the personnel in Phrae Provincial Offices for Natural Resources and Environment have normal, modest appearance of their behavior and speaking manner by following the Silas Five principles,

2) Moral (social) aspect, personnel of Phrae Provincial Offices for Natural Resources and Environment have followed the Silas Five principles in their living, doing the honest job, keeping the bureaucratic rules and disciplines, having good human-relationship, counting upon each other, being able to happily co-exist with their colleagues and having a good interaction as well as coordination with both the colleagues and external people,

 

3) Mental aspect, most of the personnel in Phrae Provincial Offices for Natural Resources and Environment have taken the intensive meditation training course in a moderate level and could applied the gained knowledge in their daily lives which made them appear more gentle, considerate and generous towards their colleagues, being concentrated and conscious in performing jobs with good determination under the organization’s goal, and

4) Intellectual aspect, the personnel of Phrae Provincial Offices for Natural Resources and Environment who have applied the Four Bhāvanās principles in their lives are found that they to have been able to critically work and discriminate between good and bad things, living their daily lives with carefulness, being fully conscious in conducting themselves, doing jobs under priority and having planned the job in advance along with taking care of the assigned jobs which could be readily supervised and checked.
